The European Accessibility Act (EAA) 2025 is a major piece of legislation aimed at making digital products and services accessible to people with disabilities across the European Union. Its primary goal is to eliminate digital barriers, ensuring equal access to information, services, and tools for everyone, regardless of ability.

As all our sites are accessible in the European Union its important to know the impact and what we can do ourselves to continue to keep compliant and so avoid sanctions and/or fines.

Scope and Applicability

• The EAA applies to a wide range of digital services and products, including websites, mobile applications, e-books, and digital media.

• Any business providing these services within the EU, including non-European companies serving EU customers, must comply with the EAA’s accessibility standards.

• Sectors affected include e-commerce, banking, telecommunications, publishing, and media-essentially any business with a consumer-facing digital presence in the EU.

Timeline for Enforcement

• The EAA was adopted in 2019, but enforcement begins on June 28, 2025.

• Products and services released after this date must comply immediately.

• By June 28, 2030, all digital products and services-regardless of release date-must be compliant.

• Reviews of compliance will occur every five years starting in 2030.

Accessibility Standards Required

• The EAA mandates adherence to recognized accessibility standards, specifically referencing the Web Content Accessibility Guidelines (WCAG) 2.1.

• These guidelines are divided into three levels:

  • Level A: Basic features such as text alternatives for images, keyboard accessibility, and clear form labels (minimum requirement).

  • Level AA: More comprehensive features like sufficient color contrast (at least 4.5:1), logical heading structure, and consistent navigation (most businesses aim for this level).

  • Level AAA: The highest standard, including very high contrast ratios and sign language for videos, but often impractical for all content.

Practical Steps for WordPress Site Owners and Agencies

• Conduct a full accessibility audit of websites to identify gaps.

• Use accessibility testing tools and plugins (e.g., WP Accessibility, Accessibility Checker, One Click Accessibility).

• Implement practical changes:

  • Add descriptive alt text to images.

  • Ensure sufficient color contrast.

  • Enable keyboard navigation for all interactive elements.

  • Provide accessible forms with clear labels and error messages.

  • Structure content with proper HTML for screen reader compatibility.

• Train teams on accessibility best practices and EAA requirements.

Legal and Business Implications

• Non-compliance can result in legal consequences, financial penalties, and reputational damage. Each EU country will enforce the EAA through its own national system, so penalties may vary.

• The EAA is not just a guideline but a mandatory legal requirement. Early preparation is essential to avoid risks and ensure continued market access.

Conclusion

For WordPress site owners and agencies, the EAA represents both a legal obligation and an opportunity to make the web more inclusive. Proactive compliance will not only avoid penalties but also enhance the user experience for everyone.
